Locked out of Nexus 9

I have an old Nexus laying around and wanted to give it to my kid as a device for them that is just wifi enabled and not a cell phone. It was locked and could only be opened with an old password from years ago (that I can’t remember). So I did a factor reset to nuke the device and go back to square one.

However, now I want to setup the device as a new device and have opted to login to a blank device (not porting over any data from another device). Everytime I try to login it says my password changed to recently and to try again in 24 hours. it’s been days of this!

What can I do? I don’t need to restore anything, just to get the device open and operational.
